Flood Procedure - Red Wing

In the event of a flood or rising waters at Minnesota State College Southeast buildings or property, follow these guidelines:

• Notify Maintenance (651-764-1202 or extension 6300)

• After hours and on weekends, notify (651-327-9378 or 651-764-1202)

• Provide sufficient information as the building, floor, room, degree of flooding, or potential damage due to flooding.

CAMPUS

• Preplanning

  • Be familiar with where electrical panels, gas mains and water mains are located.

• During a flood watch

  • Listen to the radio for the latest storm information

  • Move people and valuable records to upper floors or safe ground, if time permits. 

• During a flood

  • If indoors

    • Listen to the radio for community instructions

    • Exit using the stairwells. Elevators may not work due to utility shutdown

    • Disabled persons who are unable to move down the stairwells should move to a stairwell. Caution should be used to not block traffic. Rescue personnel should be notified of any persons remaining in the building

  • If outdoors

    • Climb to high ground and stay there

    • Avoid walking through floodwaters. As little as 6 inches can have enough force to cause loss of balance. Water may also carry electrical current

  • If in a car

    • If you come to a flooded area turn around and go another way.

    • If your car should stall, immediately abandon the vehicle (if it can be accomplished safely) and climb to higher ground. 

• During an evacuation

  • If advised to evacuate, do so immediately. Evacuation is much simpler and safer before flood waters become too deep for ordinary vehicles to drive through.

  • Listen to the radio for evacuation instructions

  • Follow recommended evacuation routes – short cuts may be blocked.

  • Leave early enough to avoid being marooned by flooded roads.

   

• After the flood has occurred

  • Flood dangers do not end when the water begins to recede.

  • Listen to the radio or television. Do not return to campus until authorities indicate it is safe to do so.

  • Inspect foundations for cracks or other damage.

  • Stay out of buildings if flood waters remain around or within the building.

  • All utilities should be turned off before entering a building. Maintenance will notify Minnesota State College Southeast Security when utilities have been turned off. Southeast Security or Maintenance will give authorization to enter buildings.

  • Examine walls, floors, doors and windows to make sure that the building is not in danger of collapsing.

  • Look for hazards:

    • Broken or leaking gas lines.

    • Flooded electrical circuits.

    • Submerged electrical appliances

    • Flammable or explosive materials coming from upstream.
